it depends on what you want personally...this will differ from person to person...

i prefer SONY VAIO

after that might be HP

then i would go for DELL

as because its the only Laptop whose spare parts are easily available as well as the Resale value is better than any other laptop.
why couldn't you find tech support on dell's website ?

just bought a sony vaio CR 120 E and have fallen in love with it, it's all in one, looks are superb, and performance is excellent.

DELL is ofcourse good and sounds cheap from thier advertisements, but landing cost doesn't makes it much cheap, it DELL is okay, go for VOSTRO 1500.

the price shoots up according to the configuration, it's on you, but i guess, if u can afford go for core2duo, 1gb ram, 160 HDD rest all are almost standard
As for the first part, you should be able to look up the service centers, by just googling.

Part II, depends on your use. The best may not be your type. List out your needs and go a little beyond that. Assume you will use it for about 3-4 years, and you may have to change.

That way, you will not overspend, unless you unlimited resorces. Then just buy the top end model. Any salesman will be glad to show you.
