Car Trouble with Nissan Maxima?

So my 1995 220,000 mile Nissan Maxima's check engine light has come on. And it is having trouble starting. It sort of sounds like the battery is dead, you know barely turning over, until it finally kicks in. It seems to help if I turn off the lights and radio. The mechanic says it is not the battery. But it is a problem with the computer chip and it will cost nearly $700 to repair. Does this sound in the ball park. I don't know much about cars so I try to go with what the mechanic says usually, but this is a lot of money for me.

As always, get a 2nd opinion. The car turning over slower than normal is NOT your ECM. It can be either your battery, your alternator or the starter. Your mechanic sounds like he wants to make a quick buck from you.
